Bakhtyar Talash has an MA in Anti-Corruption Studies, a BA in Political Science and Public Administration, and is member of the Association of Certified Financial Crimes Specialists (ACFCS).

Bakhtiar has more than 12 years of experience in local administration reform, Rule of Law, and criminal justice system reform. He has successfully completed a project with USIAD (United State International Aid Development) for rule of law and legal reform across all provinces of Afghanistan. As a part of this project,

Bakhtiar also delivered legal training to Afghan lawyers and judges. Bakhtiar worked as an Associated Trainer with the Adam Smith International (ASI) project for the Embassy of the United Kingdom in Kabul, Afghanistan. In his role as legal advisor with Tetra Tech-DPK as part of the USIAD project, he gained comprehensive knowledge and understanding of Afghanistan's legal and judiciary system. Bakhtiar is currently serving as CEO of AlgoSoft, a Software Development Company based in California.
